Seems simple enough - if you don't have it on two computers, you tell them 'ok, it's now only installed on one PC'. That's not a lie - if you really only have it installed on one PC, then they should be able to assume that you uninstalled it from the second.
Try to do this over the phone; it may not be super easy as I believe AT is a European company (I could be wrong) but that way, when you try to reinstall it on the other PC, if it works (and your old copy on your other PC still works) you can verify that and let them go; if it doesnt, you can let them know you're still having issues. Hopefully at that point they'll be able to help you.
Seems like it might have simply been an issue where (perhaps?) the installation processed failed on the first one but the activation went through; because the activation went through but the installation failed, your activation count would be at one, but you'd have no copy completely installed and running. Then when it asked you for the registration info again, it bumped the activation count up to two. If that's the case, then it's just a technical issue and hardly a scam.
The important thing here is to remain calm. We're talking about $50-$100 software here, not a $6000 camera body, or CS5.5 full, etc. Coming on here to rage about it and claim that the company is a scam because of something that may not necessarily even be their fault is a little unfair. I used PP10 for a while and it always worked just fine for me. Granted, I haven't tried to install it on my laptop (yet).

This page lets you manually activate an installation of PortraitPro. To use this page, you need two things:

1. System fingerprint

   To find this value, run PortraitPro and select the Manual Activation tab in the dialog that appears. This will show you the system fingerprint, which consists of groups of 4 characters separated by dashes.

2. Token

   You will have received a token when you bought PortraitPro. This consists of 5 groups of 3 characters separated by dashes.
